PU-AMI’s Context & strategy:

Première Urgence - Aide Médicale Internationale (PU-AMI) is an international, non-profit, non-political, and non-religious humanitarian organization which aims to provide rapid global response to the basic needs of populations affected by humanitarian crises to help them regain independence and dignity. PU-AMI provides assistance to more than 6 million people throughout 24 countries, with more than 2,500 staff worldwide.
PU-AMI adopts an integrated approach, to identify and understand the full array of the needs of the people affected by crises. This innovative approach is at the core of every PU-AMI-supported projects, to better target and prioritize actions, stabilize and improve the situation of the most vulnerable groups. It allows the teams to take all aspects of a problem into account, to come up with an efficient combination of solutions, which will have a powerful and long-lasting impact on the affected populations. In this respect, the organization runs around 190 projects a year worldwide, most of which are focused on Health, Nutrition, Food Security, Water, Sanitation and Hygiene, Psychosocial Support, Education and Protection activities. 
In Yemen, PU-AMI is supporting 18 health facilities (Health Centers, Health Units and Therapeutic Feeding Centers) in four Districts in Hodeidah (Al Mighlaf, As Sukhnah, Al Mansuriyah and Al Qanawis), three Districts in Raymah (Bilad At Ta’am, Al Jabin and Mazhar) and two Districts in Taizz (Al Mokha and Mawza). PU-AMI’s operations are managed by two field offices in Hodeidah and Mokha cities, both supported by the Sana’a coordination office. PU-AMI recently established a second coordination office in Aden. 
PU-AMI is participating actively in clusters and sub-clusters (health; nutrition; food security and livelihoods; WaSH) and works closely with relevant government departments.

Scope of Work and Core Responsibilities

A.    Overall Objective

The Health Facility Activity Manager is responsible for the effective planning, implementation, supervision, and technical oversight of PU-AMI’s health and nutrition programs within assigned health facilities and communities. This role ensures quality service delivery, coordination with key stakeholders, capacity building of staff and local partners, and compliance with organizational, technical, and safety standards. The Activity Manager contributes to strategic development, data-driven decision-making, and the localization approach, ensuring that interventions are contextually relevant, efficient, and aligned with PU-AMI’s mission and humanitarian principles. 
The Health Facility Activity Manager must demonstrate flexibility and willingness to spend extended periods in Mokha, based on operational needs.

B.    Key Responsibilities

1.    Program Management: Ensures the effective assessment, implementation, and monitoring of health and nutrition programs under his/her responsibility, in adherence to PU-AMI’s health policies and standards.
2.    Human Resources Management: Provides direct supervision and technical oversight to the Health and Nutrition Team, including PU-AMI salaried staff and daily workers. Oversee capacity-building initiatives and ensures staff training needs are addressed.
3.    Logistics and Administration: Ensures that all activities under his/her supervision are implemented in compliance with PU-AMI’s logistical and administrative procedures and reporting requirements.
4.    Representation and Coordination: Represents PU-AMI in interactions with local authorities, health and nutrition stakeholders, and partners involved in the implementation of medical programs, ensuring constructive collaboration and coordination.
5.    Safety and Security: Actively contributes to the enforcement of safety protocols within the work environment, monitors security conditions, and reports relevant safety information to the line manager in a timely manner.
6.    Strategic Development: Contributes to the identification of needs and the formulation of new health and nutrition interventions. Preparatory activities lead to facilitating the eventual handover of health facilities to the relevant local health authorities.

C.    Detailed Tasks / Main Activities

1. Technical Support to Program Implementation and Health Facility Staff

  • Coordinates, supervises, mentors, and supports health facility staff, including Ministry of Public Health and Population (MoPHP) personnel, to enhance the quality of medical services and ensure effective implementation of health and nutrition activities in line with PU-AMI protocols, particularly for the management of MAM and SAM.
  • Ensures appropriate referral of cases to higher-level facilities (e.g., Stabilization Centers, Hospitals), and collaborates with Community Health Volunteers (CHVs), Community Development teams, and HF staff to ensure follow-up of defaulting cases.
  • Conducts regular field visits for supervision and monitoring of health activities, with frequency adjusted according to programmatic needs.
  • Supports the preparation of medical orders and identifies additional non-medical needs (e.g., infrastructure, materials, food commodities), ensuring timely communication with the line manager and coordination with logistics.
  • Oversee the management of pharmacy operations and medical equipment, ensuring rational and efficient use.
  • Participates in program and project follow-up, supervises the implementation of medical activities under his/her responsibility, and escalates issues to the technical referent as needed.
  • Monitors activity budgets, ensuring close planning and tracking of expenditures (e.g., Cash Requests, Financial Follow-Up).

2. Health Data Collection, Analysis, and Reporting

  • Ensures the accurate collection and analysis of health data, including drug and commodity consumption in relation to morbidity trends.
  • Maintains up-to-date daily records of all admissions and treatments provided within supported health facilities.
  • Analyzes epidemiological trends, including admissions and discharges, and adjusts programmatic response accordingly.
  • Prepares and submits timely, complete, and accurate weekly and monthly reports on caseloads, drug consumption, and nutrition commodities.
  • Supports the forecasting and provision of drugs and nutrition supplies based on consumption data.
  • Shares relevant programmatic data with appropriate departments (e.g., SAM admissions, reproductive health indicators) to ensure integrated reporting.

3. Supervision and Capacity Building of Health and Nutrition Teams

  • Ensures that PU-AMI HR policies and code of conduct are known and upheld by all team members under his/her supervision.
  • Develops and updates job descriptions for field team members, with endorsement from the Health and Nutrition Program Manager (HNPM), and participates actively in recruitment, performance management, and contract termination processes.
  • Ensures regular written performance evaluations for staff, at least annually and prior to contract conclusion.
  • Identifies training needs and addresses them through structured support, including supervision visits and formal training sessions, focusing on both technical and organizational capacity.
  • Provides ongoing technical oversight and guidance to the medical team and relays any recommendations for improved practices to the HNPM.

4. Logistical and Administrative Support

  • Conducts regular needs assessments in supported health facilities for essential drugs, medical equipment, nutrition commodities, and consumables, and communicates identified gaps to the HNPM with required supporting documentation.
  • Coordinates with the logistics department to ensure proper storage, handling, and inventory management of medical and nutrition-related supplies at facility level.

5. Representation and Coordination

  • Represents PU-AMI in engagements with local health and nutrition actors, maintaining professional and constructive relationships in accordance with the organization's principles of neutrality and independence.
  • Participates in Health and Nutrition Cluster meetings and other coordination forums as assigned, and reports key outcomes to the HNPM, Medical Advisor, Medical Coordinator, and Field Coordinator.
  • Supports the planning and execution of donor visits, ensuring effective representation of PU-AMI’s programs.

6. Safety and Risk Management

  • Ensures that all team members are familiar with PU-AMI’s safety protocols and that these are strictly observed in daily operations.
  • Contributes to the monitoring and reporting of safety and security risks within the area of responsibility, providing timely updates to the line manager and Field Coordinator as required.
  • Ensures that program activities, methodologies, and beneficiary targeting do not expose staff or communities to risk, and immediately alerts the HNPM in the event of safety concerns.
  • Verifies that all health facility teams have access to appropriate safety gear (e.g., PEP kits, gloves), and reports any shortages without delay.

7. Contribution to Program Development

  • Participates in health and nutrition needs assessments and contributes to the design and development of project proposals in coordination with the HNPM and relevant departments.

8. Oversight of Local Partner Activities

  • Collaborate with the local partner to plan and implement community outreach activities led by Community Health Volunteers (CHVs), ensuring compliance with PU-AMI and national protocols for CHV recruitment, training, and supervision.
  • Provides ongoing technical support and capacity building to strengthen the partner’s ability to manage CHV programs, with a focus on malnutrition screening, health promotion, and hygiene messaging.
  • Supports the development and application of a Monitoring and Evaluation (M&E) framework to measure the performance and impact of community-based activities and facilitate evidence-based adaptations.
  • Facilitate relationship-building between the local partner and community stakeholders to ensure context-appropriate programming and increased community ownership.
  • Assists in documenting program implementation progress, challenges, and best practices, and supports transparent, timely, and quality reporting in line with humanitarian standards.
  • Ensures regular coordination and technical supervision of the partner’s implementation in accordance with PU-AMI’s localization strategy.
  • Monitors budget utilization in coordination with the local partner, ensuring compliance with financial guidelines and cost-efficiency across key budget lines, including staffing, outreach materials, transportation, and administrative costs.
  • Supports the finalization and implementation of a formal Memorandum of Understanding (MoU) with the local partner, clearly outlining mutual roles, responsibilities, and resource commitments.

Reporting Lines and Management Structure

  • Report directly to the Health and Nutrition Program Manager (HNPM).
  • The position holds direct supervisory responsibility over 2 Medical Doctors assigned to Ber Nasser HC (1) and Al Thawbani HU (1), and 1 TFC Medical Doctor Team Leader in Mokha TFC.
  • Exercise indirect management of approximately 52 Ministry of Public Health and Population (MoPHP) personnel operating within the supported health facilities (Ber Nasser HC: 10, Al Thawbani HU: 14, Mokha TFC: 28)
