JOB TITLE: Programme Assistant - (SNL)
TYPE OF CONTRACT: SC5
UNIT/DIVISION: Programme
DUTY STATION (City, Country): Turba FO, Yemen
DURATION: One year with possible extension
REPORTING TO: Programme Policy Officer
ORGANISATIONAL CONTEXT:
Under the overall guidance/supervision of the Head of Taiz
FO and direct supervision of the Programme policy Officer/Head of Programme at
the Taiz FO, and with the technical guidance from the Head of Safety Net and
Livelihoods (SNL) Unit/Aden Area Office, the programme assistant is tasked to
do the following duties:
Key responsibilities:
- Perform
specialized and/or standardized processes of SNL activities including Food
for Assets (FFA), Food for Training (FFT), and School Meals Programme
(SMP) with wider programme policies and guidelines in coordination with
M&E team, and functional unit (SNL) in Aden Area Office.
- Provide
technical management and support to the Cooperating Partners (CPs), guide
the implementation of the projects according to the WFP policies and
procedures and follow up the operational and logistical issues by daily
basis.
- Compile
data and support analysis on the needs in the field to rationalize the
activities of WFP with the needs on the ground. Participate actively in
food security and livelihood assessments in areas under the FO's coverage
and livelihood community consultations and site visits and provide support
in drafting necessary updates to the FO programme.
- Participate
in the review of livelihood and school feeding proposal and FLAs at FO
level in close coordination with the SNL unit in Aden and provide comments
and feedback.
- Provide
accurate, timely recording of data or SNL activities, ensure FRN data for
SF distribution are reflected via COMET, follow up with SF focal point in
Aden on HEBs planning and distribution in the schools and provide input
for monthly CPDR reporting, prepare, and submit weekly reports to the HoP
in the FO and the related unit in Aden area office.
- Participate
in field monitoring visits to ensure effective implementation and report
on implementation bottlenecks and make recommendations for corrective
measures. Review the CRM/hotline daily/weekly report and sort out relevant
SNL cases and ensure necessary action by the respective CPs with involving
relevant SNL team member (MoE and FFA).
- Act as
a point of contact for the resolution of general operational queries for
SNL activities under Taiz FO and provide the requested assistance by
AAO/SNL.
- Support
and coordinate the expansion of School Feeding activities in the areas
under Taiz FO.
- For
livelihood (FFA/FFT) activities, participate in reviewing the beneficiary
payment lists, cash distribution plan, and master database. Follow up with
CPs on the timely submission of lists of assets and BoQs, sharing of cash
distribution points (CDP), and recommending finalization by the AAO-SNL,
and the facilitation of troubleshooting in project implementation.
- Assist
in planning of the proposed Future Programme in Taiz Governorate and
support liaising with the local authorities and other stakeholders
relevant for this project, lead organizing the Seasonal Livelihood
Planning (SLP) workshops, preparation of reports and contribute to the
finalization of the implementation arrangements of the project.
- Follow
up with CPs on the submission of periodic reports, review project
progress, and prepare a draft quality narrative report highlighting key
findings and recommendations, support in documenting the challenges,
lessons learned, and best practices as experienced across the
implementation of the SNL programme under Taiz FO, develop success stories
with specific focus on impact and change in the participants' livelihoods.
- Contribute
to and participate in the periodic performance assessment of the existing
CPs in the areas under Taiz FO with technical guidance from SNL/Aden.
- Support
coordination and communication on SNL activities with the relevant cooperating
partners, UN agencies, INGO, and government counterparts.
- Perform
any other duties as requested by the supervisor.
QUALIFICATIONS AND EXPERIENCE:
Education: Completion of secondary school
education. A post-secondary certificate in the related functional area is
desirable.
Experience: at least five or more years of
relevant experience.
Language: Fluency (level C) in English language
& Arabic.
Knowledge & Skills:
- Has
facilitated communication with technical teams (i.e. nutrition, VAM,
etc.).
- Has
contributed to implementation of programmes.
- Has
observed or assisted with policy discussions.
