Job Title: Protection Officer

Job Specialization:
- Provide
protection assistances for the vulnerable refugees and Asylum seekers with
an appropriate response according to the available capabilities and
provide the technical support for the staff including Al Ghaith
initiative.
Background
- Human
Access for Partnership and Development (HUMAN ACCESS) is a
non-governmental, independent, non-profit, humanitarian, developmental,
charitable, voluntary, and community-based organization. It was
established in March 1990 by an elite of volunteers and social personalities
as a voluntary non-governmental organization that implements its programs,
projects, and services according to periodic plans, a deliberate and
renewed strategy, and a method of work based on the scientific methodology
to be an effective link between donors and beneficiaries. Human Access is
UNHCR’s implementing partner in Marib and Aden and other cities. HUMAN
ACCESS is characterized by a strong and renewed relationship with
development partners at home and abroad, and it has joint efforts with
official and popular authorities. It is also distinguished by a tangible
presence in many charitable and humanitarian events and activities. During
its period of operation, which extends for about three decades, the
association obtained several memberships in various organizations and
bodies.
- The
association is a member of the Department of Public Information for the
Non-Governmental Organizations of the United Nations (DPI-NGO), a member
of the Arab Union for Voluntary Work, and an active and accredited partner
to various international organizations, the most important of which are
the World Food Program (WFP), the United Nations Population Fund (UNFPA),
the World Health Organization (WHO), the United Nations Office for the
Coordination of Humanitarian Affairs (UNOCHA), and the United Nations High
Commissioner for Refugees (UNHCR).
- HUMAN
ACCESS has also obtained membership in many local, Arab and international
organizations and networks working in various fields of volunteer and
humanitarian work. It in addition obtained the international quality
certificate ISO 9001: 2008 as a culmination of its institutional work.

project is entitled: "Enhancing protection and assistance
to Refugees & asylum seeker, provision of primary and secondary
school education, infrastructure and field management, livelihood
activities in Kharaz and public health services' in Kharaz camp and
Basateen"

Intended impact:
- Enhance
the access of PoC to protection mechanisms available in the country
through Information campaigns and specific thematic surveys,
implementation of systematic protection monitoring, through static and
mobile protection monitoring or outreach teams and referral for protection
services
- Provide
direct assistance to vulnerable PoC through a comprehensive case
management package for PwSN, SGBV, CP case workers, and legal officer if
needed.
- Identification
and issuance of vulnerable refugees and asylum seekers for cash grant
support.
- With
the legal officer will ensure systematic monitoring of detention centers
and detention conditions to assure freedom of movement for refugees and
access to juridical assistance for detainees or PoC at risk of detention
- Livelihood
opportunities for refugees who are recipients of cash grants: promote
self-reliance of PoC by facilitating the enrolment of refugees into
long-term and short-term formal technical and vocational training for
refugee youth, and providing soft skill sessions for SGBV survivors and
PwSN aimed at greater community (re)integration and reduced vulnerability
- Ensure
to strengthen and expand community mobilization by working with refugee
and asylum seeker communities to ensure refugees’ and asylum seekers’
participation and community-based approach
- Increase
level and quality of civil registration and civil status documentation of
PoC
- Enhance
refugees’ access to durable solutions, to exercise their right return
through assisted spontaneous return (ASR)
General purpose of the position
The main activities will be:
- Training/Capacity
building on case management and protection monitoring for project staff
and volunteer.
- Review/develop
SOPs for case management, referral pathways and protection monitoring.
- Support
in report writing, data analysis and provide protection trend analysis.
- Coach/support
project staff in using case management and reporting tools.
Main responsibilities and tasks
- Update
SoP and formats in collaboration with UNCHR protection unit for case
management and protection monitoring.
- Capacity
building for the staff on case management and protection monitoring for
the following categories: CP/SGBV/PwSN.
- Train
and coach the key protection staff on management of community-based
protection activities.
- Develop
a standard training package: basic training package (general protection,
protection mainstreaming, case management principles and steps, CP, GBV,
PSFA) for all project staff
- Strengthen
the project team’s capacity to meet protection and gender minimum
standards.
- Mentoring
for staff on protection technical aspects and databases filling and use
and adherence to data protection protocols.
- Coach/supporting
the team in using reporting and case management (BIA, BID, GBV Intake
forms, etc.)
- Tools
in informed manner, aimed to increase quality and consistency of data
collection and assessment; to guide the team towards enhancing the quality
of the information (to prepare to use for advocacy, reporting, case
assessment etc.)
- Provide
ongoing protection analysis (including aspects of conflict analysis,
gender, and risk management) and lessons from project experience to inform
the project manager and protection coordinator, and program coordinator
and head of mission in improved program development, implementation and
policy/advocacy work.
- Support
the analysis and reporting process of the collected data (both case
management and protection monitoring).
- Review
Case Management lists put forward on a monthly basis for cash assistance.
- Review
case management intake forms to ensure quality & complete and monitor
case follow-up systems in place post referrals (internal and external).
- Conduct
field monitoring and ensure that data protection procedures and processes
are followed by Protection and other Human Access staff involved in
handling confidential data.
- Ensure
review and solid rollout of hotlines services and complaint-feedback
mechanism.
- Participate
in partner and technical meetings related to refugee/asylum seekers.
- Participate
in mixed migration working group and mixed cluster in South.
- Represent
HUMAN ACCESS with donor on specific protection programming related issues.
- Support
Activities Coordinator (AC) in weekly/monthly/tracking report production
for UNHCR
- Support
the AC/Report officer in the supervision of the monthly uploading of
activity info data set – randomly cross-check the data
- Support
AC in the delivery of quarterly progress reports
- Draft
and edit protection trend analysis based on data coming from project
activity implementation (every 6 months – mid-year and end of the year)
Required profile and experience
Education
- BA in
social sciences, law or related field
Professional Experience
- Minimum
3 years of relevant working experience in protection programming,
including for refugees
- Prior
experience working with UNHCR funded projects is preferable.
- Demonstrated
experience in staff coaching and training
- Strong
experience with case management
- Experience
in protection monitoring is an asset
- Prior
experience in working in a complex emergency setting.
- Strong
experience in working with community-based protection mechanism.
Professional Requirements
- Good
knowledge of MS Office (Word, Excel, Outlook) and other relevant software
- Experienced
in working with SMART tools (ODK and/or Kobo)
Languages
- Excellent
written and spoken English
- Arabic
would be asset (read and write)

Job-related conditions
- Willingness to work full-time and staying in the camp from
Sunday -Thursday.
