VACANCY ANNOUNCEMENT FOR Project Finance
MANAGER_EXTERNAL
Médecins Sans Frontières (MSF) is an International,
independently funded, non-profit, humanitarian medical organization that offers
assistance to populations in distress, to victims of natural and man-made
disasters and to victims of armed conflict without discrimination and
irrespective of race, religion, creed or political affiliation. MSF is
currently recruiting for the following position based in Taiz
Houban:

Main Purpose
Coordinating and supervising the implementation of the
Finance procedures tools and ensuring the correct use of Financial
Resources at project level according to MSF protocols, standards and procedures
in order to provide quality, reliable and transparent information to the
organization on the use and allocation of resources in the pro-ject
Accountabilities
- Implementing
circuits and workflows (management of cash boxes, transfers, advances,
purchase procedures, payment vali-dations, follow up of regular payments,
bank reconciliations) in order to anticipate expenses at project level and
to optimize cash needs and its security.
- Implementing
and supervising transactional procedures and systems in order to ensure
transparent accounting practices and full traceability (invoices,
receipts, bank statements, etc.), according to MSF guidelines and rules,
and using the respective software in place.
- Ensuring
the timely execution and control of the monthly and yearly accountancy
closure, with due quality.
- In
close collaboration with the Project Coordinator and the Finance
Coordinator, defining, analysing and following-up the project budget, in
order to ensure that funds are used according to funding contracts and
proposing corrective action if needed.
- Ensuring
financial reporting of the Project (Field financial software)monthly
closure, sitreps, external donors, etc.)
- In
close collaboration with the FINCO, following up all service contracts in
project site (premise and vehicle rental contracts, deposits, rent
payments, etc.) Ensuring that MSF staff who have financial
responsibilities are aware of and comply with local finance procedures,
including those related to security .
MSF Section/Context Specific Accountabilities
Finance & Accounts:
- Coordinate
the annual budgeting process and monitor budget performance throughout the
year.
- Support
the Project Coordinator in overseeing the monthly financial management
such as budgeting, forecasting, financial reporting.
- Ensure
monthly budget control activities are in order to ensure that funds are
utilized in line with
Approved budgets.
- Ensure
the accuracy and integrity of financial records and compliance with MSF
financial SOP’s.
- Assist
with the review and assessment of the effectiveness and efficiency of
authorization table and iden-tify improvement opportunities.
Risk Management:
- Assess
and suggest mitigation measures of the financial risks of the project to
Project Coordinator on a regular basis.
Admin and Operations:
- Provide
input to the documentation of Service Level Agreements and service
contracts when required.
- Follow
up on service contracts in project site (premise and vehicle rental
contracts, deposits, rent pay-ments, etc.) Ensuring that MSF staff who
have financial responsibilities are aware of and comply with lo-cal
finance procedures, including those related to security
- Checking
supplier invoices and validate them in the accounting system as well as on
the finance authori-zation stamp in the invoices based on Authorization
Table
- PO/PL
to be double check and validated according to Authorization Table.
- Ensure
proper bookkeeping support documentation (hardcopy invoices/receipts,
PO/PL/contract as appli-cable) is available for each bookkeeping entry.
- Ensure
that daily and monthly bookkeeping closure takes place in line with the
standard procedure, with due quality and on time.
- Ensure
good filing of bookkeeping and other relevant general administration files
is maintain.
- Disburse
monthly subaccount statements to international staff.
Staff are not allowed to chew QAT during working hours.
Under no circumstances are firearms/weapons allowed in MSF vehicles or on MSF
premises. The above-mentioned activities and responsibilities are not
exhaustive, and staff may be assigned additional responsibilities or tasks as
required by their line manager.
Requirements
Education
- Desirable,
degree in finance, management (business) or administration
Experience
- Essential,
working experience of at least two years in relevant and similar jobs
- Desirable
working experience with MSF or other NGOs, in developing countries
