REPORT TO: Engineer Officer

ABOUT FMF:
The Field Medical Foundation (FMF) has been operating in
Yemen for since 2012 during even the most dangerous peak of the conflict in the
region. Our staff of dedicated professionals and passionate volunteers are the
helping hand that delivers aid from local and/or international partners to
those who require it the most, in a country that was already suffering before
the war. Today we have helped humanitarian aid reach the hands of more than 9
million vulnerable people in Yemen to help them not only to survive but also to
rebuild their lives. We aim to provide a comprehensive approach to providing
aid through interventions, which is why we work in almost all sectors of
international emergency relief.

PROJECT OBJECTIVES:
The primary objective of the Project is to improve the
housing conditions of affected individuals or communities. This includes
repairing, renovating, or reconstructing damaged or unsafe houses to provide
safe, durable, and habitable living spaces.
POSITION SUMMARY:
The Civil Engineer will assist the Field Engineers in the
overall implementation of the rehabilitation and reconstruction activities for
returnees. The Civil Engineer will work closely with the Field Engineer to
develop and implement a comprehensive rehabilitation and reconstruction plan.
The Civil Engineer will also supervise and manage a team of construction
workers and ensure that all works are completed to a high standard.
POSITION DESCRIPTION/ KEY RESPONSIBILITIES:
- Scheduling
material and equipment purchases.
- Making
sure the project complies with legal requirements, especially health,
safety & environment.
- Assessing
the sustainability and environmental impact of projects
- Ensuring
projects run smoothly and structures are completed within budget and on
time.
- Conduct
on-site study/research and analyze data (maps, reports, tests, drawings,
and others)
- Carry
out technical and feasibility studies and draw up blueprints that satisfy
technical specifications
- Supervise
and mentor workers and liaise with a variety of stakeholders
- Organizes
materials and ensures sites are safe and clean.
- Estimates
the damages in the beneficiaries' homes, follows up, and sets up bills of
quantities for restoration.
- Ensures
appropriate materials and tools are available.
- Follows
up on the work and submits daily reports on the percentage of completion.
- Provides
technical advice and suggestions for improvement on particular projects.
- Diagnoses
and troubleshoots equipment as required.
- Negotiates
with suppliers and vendors to ensure the best contracts.
- Draws
up work schedules and communicates with beneficiaries.
- Delegates
tasks and schedules meetings and training sessions where required.
- Provides
technical advice and solves problems on-site.
- Ensures
project packages meet agreed specifications, budgets, and/or timescales.
- Hand
over the resulting structures and services for use
- Comply
with guidelines and regulations including permits, safety etc and deliver
technical files and other technical documentation as required
- Develop
technical designs, and detailed BOQs with cost estimates, drawings, and
structural calculations for required construction work in line with
existing local, national, and Protection cluster standards.
- Provide
technical and professional support to the field team and volunteers.
- Document
and share lessons learned in a comprehensive and detailed manner to enable
tracking trends on changes on a timely basis
- Submit
weekly activity reports and field visit reports at critical stages of
construction works.
- Prepare
the final receipt certificate and submit reports to the Engineer
Supervisor so that the ' dues are paid.
- Produce
reports on project status
- Raising
reports or suggestions in case of any breach in the quality of
implementation
- Receiving/dealing
with all the letters/requests provided by the contractor, and
- deliver/discuss
them with the field supervisor
- Other
duties as assigned.
QUALIFICATIONS AND REQUIREMENTS:
- A
degree in a relevant subject, such as civil or structural engineering or
another related subject like construction.
- Leadership
Skills.
- Strong
analytical skills
- Ability
to multitask and deal with stressful situations.
- Ability
to adapt within the working environment.
- Ability
to work independently and as part of a team.
- Familiarity
with the specific context and challenges of working in IDP hosting sites.
- Excellent
communication and interpersonal skills to effectively engage with diverse
stakeholders, including local authorities, international organizations,
and community members.
- Proficiency
in using Microsoft Office and design / construction applications, such as
Word, Excel, and AutoCAD, for data collection, analysis, and construction
reporting.
- Experience
in construction or rehabilitation of Houses.
- Ability
to make BoQs.
- Solid
experience in conducting assessments, site visits, and monitoring visits.
- Experience
in working in the humanitarian or NGO sector
- Certifications
education required and Professional Experience
- Readiness
to commit to and adhere to the values, mission, and vision of FMF.
