Contract: Temporary, Consultancy Contract

About PAH Yemen Mission
PAH Yemen Mission has been officially established in July
2019 and currently provides humanitarian assistance in WASH, Health, Education
in Emergencies, CCCM and Protection for most vulnerable communities affected by
conflict in Ad Dhale, Abyan, Marib and Aden governorates.
1. Background and Context
Polish Humanitarian Action (PAH), with funding from
ERT-PAHD, isa implementing a WASH intervention entitled:
“Increased resilience of 5,400 people living in Tor Al-Qataba targeted villages
in Al-Khukhah sub-district, Al-Khukhah district, Al Hodeidah Governorate,
Yemen, through durable intervention in the WASH sector at the West Coast.”
The project targets 5,400 beneficiaries (772 households, including 1,890
internally displaced persons) and focuses on the rehabilitation and
operationalization of a solar-powered borehole water system, improvement of
water quality, strengthening of community engagement and accountability
mechanisms, and verification of key WASH outcomes through structured monitoring
and evaluation activities.
PAH intends to engage qualified personnel to deliver the required technical
verification, monitoring, community awareness, and MEAL-related services
associated with the project outputs. The assignment will be implemented within
a compressed timeframe of two and a half (2.5) months, while ensuring full
compliance with humanitarian quality standards, accountability principles, and
PAH requirements.
1. Role Requirements
The purpose of this role is to support the PAH team in
verification, monitoring, documentation, and community awareness services
related to the Tur Al-Qataba water supply system. The position aims to ensure
that agreed WASH indicators on water production, water quality, water access,
community accountability awareness, water usage awareness, and beneficiary
satisfaction are achieved and properly documented in compliance with
humanitarian standards and PAH requirements.
2. Scope of Work The position is expected to work in the
following areas:
2.1 Water Supply Verification and Monitoring
- Verify
daily borehole operation, pumping rate, and achievement of 200 m³/day
water production.
- Document
and justify any operational interruptions.
2.2 Water Quality Monitoring
- Prepare
a water quality monitoring plan.
- Conduct
12 water quality tests using field test kits (FRC and pH).
- Verify
compliance with WHO and national standards.
2.3 Water Access Monitoring
- Conduct
monthly sample-based data collection to verify average water access (20
L/person/day).
- Submit
collected data to the PAH MEAL Officer.
2.4 Community Engagement and Accountability (CFRM
Awareness)
- Conduct
four (4) community awareness sessions per month on PAH’s Complaints and
Feedback Response Mechanism (CFRM).
- Sessions
shall cover PAH introduction, available communication channels, and
complaints submission procedures.
- The
Service Provider is not responsible for receiving or managing complaints.
2.5 Awareness on Water Usage
- Plan
and conduct six (6) water usage awareness campaigns.
- Campaigns
shall promote rational water use, reduction of wastage, and protection of
water sources.
- Existing
IEC materials shall be used where available.
- All
activities shall be documented.
2.6 Improved Access to Clean Water
- Conduct
a sample-based endline household survey to verify that 80% of households
report access to sufficient and safe water.
- Submit
survey data to the PAH MEAL Officer.
2.7 Strengthened Monitoring and Evaluation
- Supervise
a sample-based satisfaction survey to verify that 90% of surveyed
households report satisfaction with the water service.
2.8 Accessibility to Drinking Water
- Verify
access to a functional drinking water service for 5,400 people.
- Use
community population data and system functionality records.
- Document
results in a beneficiary access verification note.
3. Deliverables (Summary)
- Daily
water production logs and weekly monitoring reports.
- Water
quality monitoring plan, test reports, and tracking log.
- Water
access and usage survey tools and verification reports.
- CFRM
and water usage awareness session reports with attendance and photos.
- Endline
household survey and satisfaction survey results.
- Beneficiary
access verification note.
5. Duration
- The
work shall be implemented over a period not exceeding two and a half (2.5)
months, with activities implemented concurrently.
6. Required Experience and Capacity
- Relevant
technical background in engineering, public health, environmental health,
social sciences, or related fields.
- Minimum
one (1) year of experience in humanitarian or development services,
preferably WASH-related.
- Presence
in Mocha / Al-Khukhah area.
