Médecins Sans Frontières France is opening a position for Yemeni nationals for the following:

LIAISON OFFICER (POOL)

Location:  Sanaa – Coordination Office. 
Contract type: DW Pool (When needed)
Reporting to: Protocol Office Manager

MAIN PURPOSE: 

Ensure the smooth running of all external administrative work to all MSF operational sections participating with the Protocol office in obtaining working/travel permits according to local and international laws and MSF procedures, in order to ensure the smooth running of MSF activities.

This is achieved through engaging with external stakeholders including technical Government’s administration.

KEY RESPONSIBILITIES:

  • Together with the Protocol Office Manager, ensure that all MSF staff have applied and obtained on time any visa, stay, travel or work permits in the mission country according to needs, and keep information on legal, administrative procedures .
  • With the support of Protocol office manager & HRCO, being responsible for all administrative tasks required for expat entry visa, residency, exit reentry, final exit & extensions with all engaged authorities i.e., MOH, MOFA & NS. According to the need, and keep information on legal, administrative procedures.
  • Being responsible for submitting all required documents into MOFA online system to obtain Entry visas, ground movement & travel permits.
  • Prepare monthly per diem for expat, and work on advances clearance used by other liaisons.
  • Maintain follow up file updated about ongoing processes, specific situations or changes in the procedures related to visas, working permits, ground movement etc..
  • Being contactable by phone and available to assist HR with important operational changes that may occur outside of regular working hours unless otherwise agreed with the POM (e.g., holidays)
  • Performing assigned additional responsibilities or tasks as required by the Protocol office manager.

QUALIFICATIONS AND SKILL REQUIREMENTS

  • Education: Secondary education essential. Administration or communication related studies desirable.
  • Experience: Essential previous experience of at least one year in related relevant positions.
  • Language: Proficiency in English and Arabic essential.  
  • Knowledge: Computer literacy (word, excel and internet)
  • Competencies: Details Oriented Results, Teamwork, Flexibility, Commitment, Service, and Stress Management.
