PRESENTATION OF THE ORGANIZATION
SOLIDARITES INTERNATIONAL (SI) is an
international humanitarian NGO which, for more than 40 years, has been
providing assistance to populations affected by armed conflicts and natural
disasters by meeting their vital needs for food, water and shelter.
Particularly involved in the fight against diseases linked to unsafe water, the
first cause of death in the world, SI's interventions provide expertise in the
field of access to drinking water, sanitation and hygiene promotion, but also
in the essential area of food security and livelihoods. Present in around
twenty countries, SI's teams - 2000 people in total made up of expatriates,
national staff, permanent staff at headquarters, and a few volunteers - work
with professionalism and commitment while respecting cultures.
Solidarités International (SI) is determined to prevent and
fight all type of abuse – all act of exploitation, abuse and/or sexual
harassment (SEAH) against members of beneficiary communities or collaborators,
fraud, corruption, violation of persons and/or property, funding of activities
harmful to human rights – that could be perpetrated in the frame of its
interventions. SI implements a zero-tolerance policy regarding acts of SEAH.

DESCRIPTION OF THE POSITION
MISSION / OBJECTIVES
- The
Base Manager ensures the representation of Solidarités International (SI)
by order of the Country Director (CD) in the geographical area.
- He/she
is in charge of life at the base and ensures good communication between
the team and the implementation partners.
- He/she
will support the CD in the operational execution and follow-up.
- With
support of CD and (Security and Liaison Officer), she/he is the safety
reference at the base and ensures compliance with all SI rules and
procedures.
Operational coordination
- Develop
leadership and team cohesion.
- Oversee
coordination and communication between the different departments.
- Coordinate
operations with any partners in the relevant areas of intervention (e.g.,
local implementing partners or universities)
Execution and operational follow-up
- Represent
the Country Director at field level in planning and supervising the
execution of the activities with the objectives in coordination with the
Support Departments and any partners
- Anticipate
difficulties associated with performing activities and help resolve
problems.
- Facilitate
follow-up of activities for the Country Director, who will be managing the
PMs via remote management
Security management at the base.
- Be
responsible for day-to-day or minor-level decision-making related to
security and access, escalating more serious questions to the Country
Director, or Country Director in the case of critical incidents
- Be
responsible for the security of equipment and assets at the base, under
the supervision of the Country Director.
- Monitor
and analyze the security situation and ensure that the teams understand
it.
- Ensure
compliance with all safety rules and procedures at the base.
- Establish
a permanent security monitoring system.
- Ensure
immediate management of any security incident that may occur at the base
and immediately inform the Country Director.
Human Resources Management:
- Participate
in the validation of the recruitment of team if asked by the Field Co and
in collaboration with Administrative department
- Define,
in collaboration with the administrative service, the prerequisites for
positions open to applications and adapt, if necessary, the job profiles
of the job framework.
- Welcome
and inform new employees or volunteers working at base level
- Establish
training courses according to the training needs identified, especially
relating to security and access
- Manage
and support the team under his responsibility.
- With
support of Field Co, conduct workshops and regular or ad hoc meetings.
- Evaluate
and assess the performance of team member under direct management
- Identify
the development potential of team member under direct management
Reporting / communication / representation
- In
lieu of Field Co, chair base-level meetings (e.g., weekly Coordination
meeting)
- Circulate
key information correctly through Field Co, both at the base and between
the base and the coordination offices.
- Collect
and compile operational information and team reports and send them to
Field Co according to the defined schedule.
- Manage
and consolidate internal and external communication at the base,
particularly with any partners (e.g., universities or local implementing
partners)
- To be
the official representative of Solidarités International at the grassroots
level for humanitarian workers, local administrative and political
authorities, civil society and the media.
- Be an
active participant in humanitarian forums and coordination meetings.

PROFILE FORSAKEN
Experience:
Study/Course:
- University
in relevant field (Master’s Degree in Program/Security Management is
preferable)
Professional Experience:
- 3 to 4
years of experience in humanitarian field
- 2
years of management experience in an INGO or relevant area
Required Professional Characteristics:

dealing with national partners and local/government authorities

- Fluency
in English and Arabic (speaking, writing, reading) is essential
