2.    Job Profile

[ABOUT THE ROLE] 

Under the supervision of the Finance Coordinator, the Finance Officer will be responsible for overseeing grant finances, including budget development and monitoring, reviewing spending, processing reclassification requests, and preparing award close-out reconciliations. Additionally, the role involves financial reporting, invoice preparation, expense review, and participation in budget variance analysis meetings. The Officer will also track receivables and perform other duties as needed.

It requires independent decision-making, problem-solving skills, and initiative to address complex financial issues and ensure compliance with various accounting standards and donor-specific requirements. The role necessitates a deep understanding of accounting principles, financial analysis, and financial systems, as well as strong analytical skills to interpret financial data and identify trends. Additionally, meticulous attention to detail is essential to ensure accuracy in financial reporting, and effective communication and collaboration with various stakeholders are crucial for success.
 
3.    Key responsibilities 

Context background 

Relief International (RI) is a leading humanitarian organization that provides emergency relief and long-term development assistance to vulnerable populations worldwide. As part of our commitment to financial integrity and accountability, we are seeking a highly motivated and experienced Finance Officer to support our grant management and financial reporting functions. This position will play a critical role in ensuring the effective utilization of funds, compliance with donor regulations, and accurate financial reporting.
The Finance Officer will be responsible for a range of financial tasks, including budget development and monitoring, grant financial management, and financial reporting. This position will work closely with program teams to ensure that budgets are realistic and achievable, and that funds are utilized efficiently and effectively. The Finance Officer will also be responsible for tracking expenditures, preparing financial reports, and ensuring compliance with donor regulations and internal policies.
 
Relationships Management 

The finance officer plays a crucial role in managing relationships with various RI departments and external entities like banks. 
HR Department: The finance officer collaborates with HR to ensure accurate and timely processing of payroll, benefits, and other employee-related financial transactions. This involves regular communication to address any discrepancies and ensure compliance with financial policies. 
Operation Department: Officer with the operations team is essential for budgeting, procurement, and expense tracking. The field finance officer ensures that all operational expenses are properly documented and aligned with financial policies. 
Program Department: The finance officer works closely with Program/Project Coordinators, and officers to ensure project activities expenses are booked on timely manner and orient program/project staff on the proper documentation of all kinds of project activities. Provide adhoc financial reports that support program activities. This relationship is vital for maintaining financial transparency and accountability in program implementation. 
Field Offices: Effective communication with field offices is necessary to oversee financial activities, provide guidance on financial procedures, and ensure timely submission of financial reports. The finance coordinator conducts field visits to support and verify financial operations. 
Overall, the finance officer ensures seamless financial operations through effective communication, collaboration, and relationship management with all relevant stakeholders.

4.    Key deliverables (main duties, with subtasks)  

  • Act as a focal Finance point during the process of Proposal Development and budget creation.  Cooperate closely with all budget holders and ensure maximum coverage of support for Area Office and field offices costs from the Country Master budget. 
  • Review the spending of the grants, advise relevant staff on spending status, and ask for feedback on all over/under spending.
  • Conduct regular BVA review and analysis with area management and concerned staff and ensure proper control and monitoring of all incurred expenses. Make sure expenses are always in line with the budget lines approved by the donors and any award restrictions. Ensure all accruals (if any) are processed and booked in the system on monthly basis.  
  • Assist in reviewing the reclassification requests proposed by program staff for eligibility, ensuring consistency with donor regulations and RI’s procedures, and posting the necessary JVs/adjustments in the system, attaching all supporting documents for finance records. 
  • Preparing award close-out reconciliations and working files. Ensuring ended grants’ working files are updated, accurate, and communicated to RSO for deactivation of projects in the NetSuite system.
  • Preparing financial reports for all donors to be submitted to FM/RFM for final review, ensuring the reports are accurate, in compliance with donor reporting rules and formats, and submitted on a timely basis, as per contractual requirements.
  • Ensure donor invoices are prepared on a timely basis and posted into the NetSuite system regularly and are updated in the portfolio report and communicated to RSO.
  • Review expenses every month to ascertain the validity of booking/coding, eligibility, and compliance with donor regulations and RI’s procedures.
  • Participate in monthly BVA meetings, identifying any areas of slow or fast burn rates, over/under spending, or other challenges.
  • Preparing updated receivable/outstanding invoice balances and monthly receivable tracker reports for the RSO
  • Updating Master Budget actuals and projections monthly
  • Prepare project tasks for approved projects and related BVAs.
  • ·Conduct monthly review of payroll/HR salary allocation coding before uploading into the NetSuite system as to ensure HR staff costs are correct, accurate, and complete.  
  • Prepare shared allocation for international and local staff salaries and analysis and ensure all posted entries are accurate and based on cost allocation policy.
  • Assist in preparing and updating projections for all active grants in conjunction with the appropriate program team. 
  • Update the commitments lists including commitments that occurred in other locations/sub-offices to be updated in the monthly BvAs and ensure they are well monitored and booked every month.
  • Always maintain information on budget availability for all grants, review & verify PRs based on donor-approved budgets/BoQs, and advise charge codes.
  • ·Maintain and update the shared allocation for operational costs and share it every month with the finance team, and review/analyze the cost allocation produced entries based on cost allocation policy ensuring accuracy and completeness.

Essential criteria (education degree, years of experience)

  • Bachelor Degree in Finance, Accounting. 
  • Experience in accounting/finance not less than 2 years 
  • INGO/NGO/Audit previous experience  
  • Ability to administer budgets, manage finance function. 
  • Analytical/Communication/inter-personal skills  
  • Ability to work under highly stressful conditions  
  • Writing/drafting skills  
  • Advanced Excel skills 
  • Ability to train and educate other people  
  • Familiarity with business principles and practices
