WORK
CONTEXT
Since 2012, ACF has been operational Yemen:
Hodeida and Aden governorates. As of today, ACF Yemen is operational in
Hodeida, Aden, Hajjah and Al Khokha Governorates and it is working on the
expansion of its response in th e North and
South.
Yemen is
one of the largest humanitarian emergencies in the world. The operating context
is uniquely complicated, and offers opportunities for creative programming and
a steep learning curve for a motivated candidate. ACF Yemen operates
primary health care, nutrition, WASH, and FSL activities in both the North and
South of the country across four field offices and a coordination office in
Sana'a. ACF leads a consortium for RRM, and is expected to start a new RRM
consortium grant in July.
ACF Yemen
is a large mission with a relatively high number of international (around 25)
and national (around 280) staffs based in Sanaa, Hodeidah, Hajjah, Aden, Amman
and Djibouti.
In Yemen,
the security situation is volatile: active frontlines in Hodeidah and Hajjah
Governorates; articulated political situation in Aden and an social and
economical degradation in the whole country. It is still a very a high risk,
deep field situation with highest level of security at all times.
Working
conditions will be dynamic and demanding.
Guesthouse
in Sanaa is comfortable will a full equiped gym, and leisure area with TV,
table tennis, badmington and pool table. Social gatherings with other organizations
are possible on regular basis
RESPONSIBILITIES
You will
work under the supervision of the Deputy Country Director Programs to provide
overall leadership and coordination in project and grant development,
follow-up, reporting, and external communication with donors. You will support
the DCD-P with overall oversight of programme quality and design.
More precisely your missions will be to:
· Maintain Grants Systems and Priorities: lead
kick-off for new grants, including a GAC health and nutrition project, a
multi-sectoral ECHO project, and an anticipated new RRM project;
· Lead on Program Development in Line with Country
Strategy: lead in development of new proposals and sourcing funding
opportunities;
· Lead all internal and external reporting
processes: provide high quality donor reports for ongoing and closed projects;
· Ensure compliance with donor guidelines and
regulations
· Support Consortium Coordination and Project
Management of Emergency-Response Consortium
Activities (funding-dependent): support the program, finance, and
operations teams throughout the entire project lifecycle;
· Ensure effective coordination of programs
integration: conduct field visits to provide support for scale-up of nutrition
programmes countrywide
REQUESTED PROFILE
· At least 3 years of experience with INGOs as
expatriate staff member, ideally in grant or project management role
· Previous experience in highly insecure and
complex environments
· Strong written and verbal communication skills
· Experience with donors including ECHO, DFID, UN
organisations, and GAC
· Strong time management skills, and ability to
balance multiple competing priorities and deadlines
· Ability to work both autonomously and part of a
team
· Experience managing or coordinating teams and
budgets
· Fluency in spoken and written English
SPECIFIC CONDITIONS / SALARY
· Contract and benefits
· 12 months fixed term contract under French
legislation
· Monthly gross salary from 2450€ to 2800€
upon experience
· Per diem and living allowance: $302 + $426 (cf
eurocost) net, field paid.
· + 450€ as country allowance
· + 16% of monthly gross for non-French citizen
for retrocession of retirement and unemployment insurance
· + child allowance
Medical coverage
· 100% coverage of medical expenses + repatriation
insurance.
Leaves and RnR
· 25 days of paid leaves per year.
· + 20 RnR per year (and additional days to cover
the RnR period rotation when necessary)
· + 215 € at each RnR period (every 6-8 weeks) +
