Job Description
Position Title: WASH Engineer
Location: Aden , Lahj , Al-Dhalea (Field travel to project sites as
required)
Reports to: Projects & Liaison Coordinator
1. Background
Action For Humanity International (AFH) implements multiple
humanitarian and development projects, including water, sanitation, hygiene
(WASH), schools, and shelter infrastructure. The Engineering Consultant will
provide technical expertise to ensure high-quality project design,
implementation, monitoring, and reporting in line with international standards.
2. Scope of Work and Key
Responsibilities
A. Technical Guidance and Project
Oversight:
- Review,
develop, and supervise the design and implementation of WASH, school, and
shelter projects.
- Ensure
compliance with engineering standards, local regulations, and humanitarian
best practices.
- Provide
technical support to field teams on construction, rehabilitation, and
maintenance works.
- Conduct
field visits to monitor project quality, troubleshoot technical issues,
and provide on-the-spot guidance.
B. Tendering and Contractor Management:
- Prepare,
issue, and follow up on project tenders.
- Conduct
technical evaluation and analysis of bids submitted by contractors.
- Negotiate
with contractors on high prices to achieve cost-effective solutions.
- Approve
quality of materials, tools, and equipment used during project
implementation.
- Monitor
project execution with contractors and prepare detailed implementation
schedules.
- Ensure
all items, specifications, and work are approved according to Bills of
Quantities (BoQs) and international standards.
C. Proposal Development and Donor
Engagement:
- Contribute
technical input to project proposals, concept notes, and budgets for donors.
- Respond
to donor queries and technical clarifications promptly.
- Prepare
technical reports, drawings, and documentation to support funding
requests.
- Prepare
Bills of Quantities (BoQs) for projects, share them with donors, translate
them into Arabic, and provide them to the Focal Point for submission to
MOBIC.
D. Meetings, Coordination, and
Reporting:
- Attend
partner meetings and WASH/Shelter cluster meetings as required.
- Prepare
periodic technical and progress reports and share them with partners.
- Liaise
with relevant cluster partners, and other stakeholders to coordinate
technical aspects.
E. Capacity Building:
- Train
and mentor project staff on technical and engineering practices relevant
to project activities.
- Develop
or adapt technical manuals, SOPs, and guidelines for field implementation.
F. Monitoring, Evaluation, and
Reporting:
- Develop
and maintain monitoring indicators and tools to track project progress and
outcomes.
- Analyze
data, prepare technical reports, and provide recommendations for
improvements.
- Document
lessons learned and best practices for future project replication.
G. Administrative Support:
- Assist
in preparing work plans, schedules, and procurement requests related to
project activities.
- Maintain
accurate records of site visits, project activities, and technical
assessments.
- -Ensure
timely submission of technical and progress reports to management.
3. Deliverables
- Technical
review reports for project designs and proposals.
- -Field
visit and monitoring reports with observations and recommendations.
- Inputs
for donor proposals and responses to technical queries.
- Tender
documents, technical evaluation reports for bids, and recommendations on
contractor selection.
- Bills
of Quantities (BoQs) shared with donors, translated into Arabic, and
provided to the Focal Point for submission to MOBIC.
- Approval
documentation for material quality, tools, and equipment.
- Capacity-building
sessions and technical guidance materials for field teams.
- Implementation
schedules and monitoring reports for projects executed by contractors.
- Final
consultancy report summarizing technical achievements, lessons learned,
and recommendations.
4. Duration and Schedule
Util the End of 31 December 2025
Duration may be extended based on project needs and
consultant performance.
5. Reporting Requirements
- Reports
directly to the Projects & Liaison Coordinator.
- Provide
technical updates, progress reports, and deliverables according to the
agreed schedule.
- Share
periodic technical and progress reports with partners and cluster
coordination.
Qualifications
Essential
- University
degree in Civil or municipal engineering.
- At
least 5 years’ experience working in the field of infrastructural,
municipal project management or civil engineering.
- Experience
with project management cycle, budgets, and donor requirements.
- Previous
experience in a humanitarian setting.
- Excellent
interpersonal and representative skills (written, oral, cross – cultural)
- Experience
working with governments, UN bodies, INGOs and local NGOs
- Experience
in donor relation
- Ability
to take initiative where appropriate to deal with difficulties encountered
in daily work
- Ability
to adapt, change priorities according to the changing situation within a
mission or the organization
- Ability
to work within a fluid situation (changes within the team, location of
programs, etc.)
- Ability
to conduct work in a professional and mature manner.
- Ability
to deal with relations with local authorities as a representative of AFH.
- Ability
to manage local staff in a mature and impartial manner.
- Commitment
to the aims and principles of AFH.
- English
and Arabic language proficiency (speaking, reading, writing)
- Creative
and able to work with limited resources
