The IRC Yemen began its programs in October 2012. Since establishing its presence in the South of Yemen, in the Red Sea Coastal city of Aden, the organization has grown from just an implementing small project to handling large scale emergency and relief operations. Following the war which broke out in Yemen in March of 2015 and the humanitarian disaster, which was crafted by the same, IRC launched one an emergency response program in the southern governorates of Aden, Lahj, Abyan, Shabwah and Al Dalea. Currently IRC Yemen is operating in eight governorates in the south and north of Yemen and Sana’a and Hodeidah in the North through direct programming and through local partnerships, in Health, WASH, Nutrition, Economic Recovery Development, Education, Child Protection, Gender and Women Protection and Empowerment.

Scope of work & job summary:

The Finance Assistant position assists in handling the aspects of the day-to-day HAS and Liaison duties in West Coast office as stated here. Under the direct supervision of the HASL officer and base manager in WC, the HASL Assistant will support the safe access and efficient delivery of program activities in the designated areas of operations. HASLA will provide advice and implement the IRC Humanitarian Security Management Plan, under the supervision of   WC base manager and HASLO.

Working relations:

  • The HASL Assistant position directly reporting to the base manager. 
  • Regular and open communication with IRC staff from all departments in WC and Abyan office.

Main responsibilities:

  • Establish and maintain relations and a network of contacts allowing the collection of information related with the humanitarian access in the covering areas as well as other
  • Develop and regularly update, lists of contacts and actors’ maps per district/ sub-district
  • in the IRC operational governorates of their coverage area.
  • Develop and regularly update internal maps on safe and un-safe areas, in coordination
  • with Humanitarian Access and Security Liaison Officer (HASLO).
  • Working with program
  • teams, develop, maintain and on a monthly basis share maps of IRC interventions with HASLO.
  • Support the program teams to develop and implement community engagement strategies that promote acceptance and access.
  • Assess the situation in the IRC operational areas by collecting information from formal and informal networks and/or the team and/or electronic means (email, blogs, webpages, social media, etc.), and draft Daily Security Reports (DSR) that will be shared with HASLO.
  • Report immediately to the line manager and internal partners any sudden changes in humanitarian access conditions in the areas where IRC operates.
  • Provide contextual information and data input into humanitarian situational reporting and share them to the program teams and HASLO.
  • Conduct regular Safety Risk Assessments (SRAs) as per IRC policy. Identify indicators and key decision points and link them to the SRA and safety phases.
  • Provide safety-related advice on program development and implementation.
  • Deliver training, coaching and advice for staff and partners addressing humanitarian access issues with the support of HASLO.
  • Provide ongoing support for IRC staff on security preparedness, prevention and
  • response.
  • Act as the central focal point between all external partners’ communication and IRC in Al-Mukha
  • Follow up with authorities and MoPIC as daily basis to obtain permit passage for the staff.

REQUIREMENTS: (Qualifications, Skills and Abilities):

Education:

Certifications:

  • Basic Security Guard Training: Completion of a state-approved security guard training program.
  • First Aid and CPR Certification: Essential for handling medical emergencies.
  • Certified Protection Officer (CPO): Offered by the International Foundation for Protection Officers (IFPO), this certification covers a wide range of security topics.
  • Security Industry Authority (SIA) License: Required in some regions, this license ensures that the individual has undergone necessary training and background checks.
  • High School Diploma or Equivalent: A minimum of a high school diploma or equivalent is usually required.
  • Bachelor's Degree in a Related Field: in security management, risk management, NEBOSH.

Experience:

  • Preferred 2  months of experience in a similar level in humanitarian access, risk reduction, or relevant field INGO experience.
  • Knowledge and experience working with authorities and external partners and ability to network and build relations.
  • Previous experience working in safety & security, access management, or support positions.

Skills and Proficiencies:

  • Understanding of risk management and access challenges
  • Ability to work in a fluid, unexpected, and complex security environment
  • Ability to work with others of different backgrounds and identities
  • Excellent analytical skills
  • Good in English, both written and verbal is preferred. 
  • Strong interpersonal skills, including capacities to negotiate with non-government partners.
  • Management and/or supervisory experience
  • Proven ability to prioritize tasks and meet deadlines
