Job Description

Role and responsibilities

The purpose of the officer position is day-to-day implementation of the CC Project. Use actions words such as ensure, implement or assist for the position relevant responsibilities.

Generic responsibilities (max 10)

These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work and Development plan.

  1.  Support and contribute to the development and implementation of MEL systems, including MEL Standard Operation Procedures, guidance, and tools. 
  2. Provide regular and monthly progress reports to MEL Coordinator and Manager.
  3. Prepare periodic progress reports, reporting trackers, indicator tracking tables, MEL matrixes, and other documents as required. 
  4. Support in developing data collection methodology and tools as needed.
  5. Assist in standardizing MEL across areas and projects.
  6. Capacity building and training of program and MEL support staff on MEL technical and conceptual areas. 
  7. Facilitate the introduction of new technology, methods, and approaches to improve the quality of the activities.
  8. Adherence to NRC policies and specific responsibility for the NRC MEL functions policies and procedures.
  9. Support in ensuring an effective data management system through data quality check, analysis and learning sessions

Specific responsibilities 

These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly. 

Monitoring:

  • Develop progress and indicators tracker tables (Actualized Logical framework (ALF)) for each project, incorporating all donor and GORS indicators, location-specific targets, and key metrics.
  • Ensure that output and outcome data are collected and documented for timely reporting in GORS and ITTs to make sure monthly progress data are uploaded and updated in the CO dashboard.
  • Ensure that project monitoring evaluation and learning tools and CO MEL SoPs are properly used in the field area offices, as well as by partners when relevant, through capacity building and cross and spot checks.
  • Support to develop and implement MEL matrixes at the area office level. This includes supporting tools development, data collection, data management, and data analysis according to the CO MEL SoPs.
  • Present the ALF during PCM evens to ensure program teams understand project objectives, indicators, targets, and monitoring frameworks.
  • Maintain and regularly update the ALF, ensuring progress and achievements for each indicator are accurately documented and work with program teams to collect justifications for any over- or under-achievements and integrate them into the ALF.
  • Conduct routine checks on the accuracy of figures reported in the ALF, cross-verifying them with data in GORS and other reporting forms. Identify discrepancies and address them promptly to maintain consistency and accuracy across reporting platforms.
  • Present the ALF during Project Review Meetings (PRM), highlighting concerns or discrepancies identified and follow up on action points raised during PRMs related to ALF.
  • Ensure all Means of Verification MoVs for progress and achievements are uploaded, properly named, and systematically archived for easy access. And regularly review the MoVs repository to ensure compliance with reporting standards and readiness for reporting, audits or reviews.
  • Support the program team in conducting assessments and data collection activities, such as baseline, endline, PDM, and MSNA. Assist in designing tools, performing data analysis, and drafting comprehensive reports to ensure high-quality outputs.
  • Review all assessments reports prepared by program teams before submission to donors, ensuring alignment with project objectives, data accuracy, and compliance with donor requirements.
  • Work closely with the grant team to validate and share results for all output and outcome indicators, ensuring all reporting requirements are met. Share complete and updated Means of Verification (MoVs) with the grant team to support accurate reporting.
  • Give technical guidance and necessary training to program staff in documentation of the projects, including project inputs, outputs and outcomes, as well as ensuring the quality of data that is updated though NRC platform GORs (Output & outcome Reporting Systems)
  • Responsible for data analysis and compilation of quarterly, annual and ad hoc program data and reports.
  • Ensure the data is transferred or shared securely in line with NRC data protection policy.
  • Support capacity building for programme staff and local partners.
  • Any other task relevant to the position as requested by the line and/or technical manager

Learning:

  • Support in developing, archiving, and disseminating lessons learned and best practices by maintaining and updating the learning tracker to capture lessons learned from all projects.
  • Ensure lessons learned are tracked, documented, and shared regularly with program teams.
  • Support in promoting the adaptation of lessons learned in the design and implementation of similar projects to enhance program quality and impact.
  • Support in facilitating reflection and learning sessions with program staff to ensure insights from MEL data are effectively utilized to enhance project design and implementation.

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

  • MEL staff at CO & Field Offices

  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Advanced data collection and analytical skills, including the ability to design and implement data management systems, analyze large datasets, and generate actionable insights.
  • High proficiency in Microsoft Office applications, particularly Excel, with demonstrated experience in creating complex spreadsheets, data analysis, and visualization tools
  • Strong English communication skills, including the ability to write clear reports and engage in professional discussions.
