Governorates in Yemen responding to 8 areas of humanitarian sectors. ADRA Yemen
is undertaking programs in Yemen in the fields of health, nutrition, WASH, food
security, livelihoods, and protection.

SUMMARY:
Under the immediate technical supervision from
the Senior Manager of Business Development and Partnerships Unit, the Health
and Nutrition Advisor will be leading, coordinating and
ensuring high quality implementation of all project activities in the
targeted areas, as well as ensuring timely reporting and compliance with
donors' rules and regulations for the Health and Nutrition
sectors, and developing new funding opportunities while ensuring continuous
improvement to the ongoing programs. The advisor will strengthen
relationships with all stakeholders in target.
project areas. The advisor will coordinate closely with national stakeholders
(clusters, strategic groups, etc.) in all sites/hubs of implementation to
ensure the appropriate coordination of activities and avoid overlaps of
assistance. The H&N Advisor will also supervise the technical coordinators
and officers in the field for relevant programs along with the cluster
representatives.
RESPONSIBILITIES:
The “Health & Nutrition Advisor" will be
responsible but not limited to:
- Ensure
the effective management and development of the Emergency Health and
Nutrition programs monitoring, review and evaluation of the situation and
programs and within the framework of the overall ADRA policies and
strategies.
- Participate
and lead as required in Business Development tasks, ensuring program
continuation and sustained service delivery.
- Prepare,
manage, and regularly update the program activities implementation plans
for the sectors to ensure proper delivery of health and nutrition
services.
- Ensure
minimum standards are maintained in accordance with humanitarian relief
and MoPH&P guidelines. (MISP, SPHERE, etc.
- Ensure
timely and quality implementation of activities in compliance with the
defined project as well as ADRA and donor guidelines.
- Ensure
safe, effective, and quality delivery of Health and Nutrition Programs
interventions to the targeted beneficiaries.
- Provide
regular reports on the programs progress, lessons learned and means of
further improvement to the supervisor.
- Participate
in Emergency Response planning and coordination as needed.
- Lead
emergency efforts during onset crises, disaster, etc., for health
and nutrition response.
- Monitor
projects progress and develop corrective measures, prepare a database and
projects indicators across all national programs.
- Undertake
field visits to provide guidance and supervision as well as to regularly
monitor the progress of activities, the quality of implementation and
adherence of field teams to the standard guidelines.
- Ensure
proper communication, coordination, and harmonization of tools with the
different stakeholders involved in Health /Nutrition activities.
- Maintain
working relationship with relevant host government ministries, UN
agencies, International and National Non-governmental health organizations
and for Health and Nutrition programs.
- Assist
logistic department in procurement of drugs and medical equipment, by
provision of technical specification of pharmaceutical and medical
equipment and supplies and provide the guidance for quality control
process.
- Provide
technical support to Health and Nutrition Programs staff, partners and
government authorities on the planning, implementation and management of
the Health and Nutrition projects.
- Identify
learning and training opportunities for Health and Nutrition Programs
staff and work to increase their competencies, capacities, and own
personnel development.
- Conduct
regular meetings with Health and Nutrition programs staff to monitor
progress in implementation, exchange information, discuss challenges and
plan forward,
- Ensure
that staff responsibilities are clearly defined, understood and objectives
are set against work plans and regularly monitored.
- Ensure
effective involvement of staff in running the projects through a
participatory approach in planning, implementation, monitoring,
evaluation, and decision-making.
- Preparing
periodic project narrative and financial reports are delivered, according
to USAID and donor requirements.
- Prepare
timely program and donor reports on project activities in compliance with
internal ADRA requirements and any relevant external donor requirements.
- Provide
support and work closely with MEAL Team in following up the implementation
process of the projects.
- Ensure
effective and efficient use of all ADRA resources in order to keep costs
low and ensure safety in the workplace.
- Comply
with ADRA policies and practices with respect to child protection, code of
conduct, child safeguarding, health and safety, equal opportunity and
other relevant policies and procedures.
- Perform
any other duties as assigned by direct supervisor.
QUALIFICATIONS AND SKILLS:
- Completed
university degree (Bachelor; Master or above preferable) in medical or
health related fields.
- Relevant
professional experience in humanitarian affairs, minimum service package,
emergency preparedness, crisis/emergency relief management, rehabilitation,
development, and/or other related areas.
- At
least five years of senior project management experience including direct
supervision of professional and support health staff is required.
- Proven
abilities in information analysis and strong English drafting abilities.
- Demonstrated
initiative, problem-solving skills and ability to make sound judgment to
ensure the effective and timely completion of complex tasks.
- Demonstrated
ability to manage a multinational and diverse staff; and ensure highest
level of morale within team.
- Exhibit
the highest quality of project monitoring, evaluation, reporting and
communications.
- Ability
to work under pressure, on occasion in a highly stressful environment.
- Good
knowledge of institutional mandates, politics and guidelines pertaining to
humanitarian affairs and knowledge of the USAID rules and regulations
- Ability
to establish and maintain effective partnerships and working relations in
a multi-cultural, multi-ethnic environment with sensitivity and respect
for diversity.
- Ability
to coordinate their work with others, work to tight deadlines and handle
multiple concurrent projects/activities.
- Fully
proficient computer skills and use of relevant software and other
applications, e.g., word processing, spreadsheets, internal databases.
- Excellent
spoken and written English is required.
