Supply Chain Officer - Sa’ada

DRC has been operating in the Middle East (ME) region for over a decade,
running a combination of emergency, livelihood, protection and advocacy
programmes through Country Offices (COs) in Yemen, Syria, Iraq, Jordan, Lebanon
and Turkey with a Regional Office (RO) in Amman.
DRC Yemen’s response
Danish Refugee Council (DRC) has been operating in Yemen
since 2008 using a protection of human rights framework. DRC initially worked
in Yemen with mixed migrants coming from the Horn of Africa who are displaced
by conflict and drought. Since then, DRC expanded its sectors of intervention
and is now providing humanitarian assistance in nineteen governorates
throughout the country. Current programme sectors include protection, food
security & livelihoods, WASH, Shelter, humanitarian mine action and CCCM.
About the job
Responsible for all procurement of goods and services, warehousing,
transportation of goods and people, with a focus on procurement management, and
general logistics support to the programme.
Geographic scope: Country (Yemen)
This role has an area focus and ensures compliance to DRC
procedures and guidelines within Saada Base. The role contributes to the
development of area strategies, which are translated into action plans and
day-to-day tasks. The role provides support and/or technical guidance to base
operations.
Responsibilities:.
Support and administration
- Effective
and efficient support to programmes’ needs.
- Develop
and maintain relevant database including DRC Dynamics
- Weekly
and monthly status reports
- Effective
Warehouse Management, including reporting and alert mechanism to program
staff.
- Assist
in recruitment, training and capacity-building of supply chain
colleagues
- Coordination
of programme staff to ensure supply chain involvement in the whole
programme/project cycle
- Manage
procurement of all goods and services in Saada.
- Establish
and follow up procurement plans per project
- Assist
in the tracking of all orders, purchases and deliveries
- Ensure
that all supply chain specific donor rules and policies are understood and
respected
- Oversight
of all Fleet Management activities in Saada Base
- Optimize
all supply chain operations to increase cost effectiveness including
setting up longer term supply contracts.
- Supporting
Fixed Asset Management activities
- Ensure
DRC supplier due-diligence is effective in the relevant context
- Correctly
apply DRC Dynamics supply chain processes.
- Assist
with other reasonable tasks as may be requested by the Supply-Chain Team
Leader
REQUIRED EXPERIENCE AND COMPETENCIES

About you
- At
least 2 years' experience in relevant field.
- Minimum
2 years of experience in humanitarian logistics, procurement, transport
and distribution, warehousing, and stock management
- Good
understanding of the procurement rules and regulations of major
international donors
- Excellent
skill in MS Word, Excel, and PowerPoint
Education:
- Relevant
university degree in SC, Logistics and/or Supply Chain Management or
equivalent professional qualification.
LANGUAGES:
- Good
English language (written and spoken)
- Excellent
report writing skills including editing the work of others
- Fluency
in Arabic language (written and spoken)
We offer
Contract length: DRC will offer the successful applicant a
contract until 31 December 2023, renewable dependent on both funding and
performance.
Work place: Sa’ada, Yemen with frequent travel to the field.
Salary and conditions will be in accordance with Danish
Refugee Council’s Terms of Employment for National. This position will be
placed at level (NMH2).
