I. Background
The Humanitarian Development Program (HDP) is a nonprofit
and independent NGO in Yemen .It focuses on improving the quality of Yemeni
people’s life through well-planned and comprehensive projects in WASH,
education, Food security & livelihood Shelter, CCCM, Protection
,health and related activities that strengthen underserved communities in
all parts of Yemen with the flexibility to respond rapidly to emergencies.

exploitation and abuse. HDP defines the program’s commitment to the protection
from sexual exploitation and abuse (PSEA) of vulnerable adults, involving HDP
Employees and Related Personnel. In recognition of the special vulnerability of
children, also HDP affirms commitment to the welfare and protection from sexual
exploitation and all forms of abuse of children, involving HDP employees and
related personnel.
Project Accountant will focus on HDP portfolio and will support the Programs
& Projects Manager in all relevant financial matters.
II. Project Summary :
The School Kitchen Project aims to provide healthy and
proper daily school nutrition for male and female students. The project targets
30,000 students across 55 targeted schools in Taiz Governorate (Al-Mudhaffar,
Al-Qahirah, and Salah Districts), funded by the World Food Programme (WFP) and
implemented in partnership with Hayel Saeed Anam Group (HSA).
III. Duties and Responsibilities
Under the direct supervision of Finance Manager, and the
overall guidance of the Programs & Projects Manager, the Finance Officer,
will undertake the following tasks:
- Review,
verify, and audit all financial invoices, supporting documents, purchase
requisitions, and contracts to ensure full compliance with HDP financial
manuals, donor guidelines, and authorization thresholds.
- Prepare
Payment Vouchers (PV), Receipt Vouchers (RV), and Journal Vouchers (JV)
accurately with proper account codes, budget lines, donor codes, and
activity cost centers into the accounting software (e.g., Onyx Pro).
- Manage
daily petty cash operations, conduct periodic and surprise physical cash
counts, prepare monthly bank and cash reconciliation statements, and
monitor safe liquidity levels.
- Track
and record local currency exchange rate fluctuations daily (Sana'a vs.
Aden rates), analyze foreign exchange gains/losses, and maintain proper
financial documentation for currency conversions.
- Assisting
the CFO and Project Manager in reviewing Budget vs. Actual (BVA) reports,
identifying variances, and recommending corrective actions to prevent
budget overruns or under-spending, to be completed by the 10th of the
current month for the previous month.
- Participate
as an active finance representative in procurement committees, vendor
selection, bid evaluations, and review supply contracts to ensure
financial integrity and cost realism.
- Calculate,
deduct, and remit statutory taxes (payroll tax, commercial withholding
tax) and social security contributions to relevant Yemeni government
authorities within prescribed legal deadlines.
- Prepare
comprehensive interim and final financial liquidation reports for project
activities, ensuring timely submission of supporting documents to donors
and HQ.
- Maintain
a structured, safe, and easily retrievable physical and digital archiving
system for all financial records, vouchers, and contracts to ensure
immediate readiness for internal and external audits.
- Enforce
anti-fraud, anti-corruption, and anti-money laundering (AML/CFT) policies
across all financial transactions, reporting any suspicious activities
immediately.
- Submitting
financial plans and reports (weekly/monthly), as well as the final report,
to the Project Manager and the Chief Financial Officer.
- Perform
any other financial, administrative, or operational tasks assigned by the
Finance Manager to support project goals.

المانحين، ومراكز التكلفة في النظام المحاسبي (أونكس برو).
- إدارة العهدة النقدية اليومية، إجراء الجرد
الدوري والمفاجئ للصندوق، إعداد مذكرة تسوية الحسابات البنكية والنقدية
شهرياً، ومتابعة حدود السيولة الآمنة.
- متابعة وتسجيل تقلبات أسعار صرف العملات
المحلية والأجنبية بشكل يومي (أسعار صنعاء وعدن)، وتحليل الأرباح والخسائر
الناتجة عن الصرف وتوثيقها رسمياً.
- مساعدة المدير المالي ومدير المشروع في
مراجعة تقارير الموازنة مقابل المنصرف الفعلي (BVA)، تحديد الانحرافات، وتوصية المعالجات لتجنب تجاوز البنود أو
نقص الإنفاق وذلك قبل تاريخ 10من الشهر الحالي فيما يخص الشهر السابق.
- المشاركة كعضو مالي في لجان المشتريات،
تحليلات العروض، وتحليل الأسعار، ومراجعة عقود الموردين ومقدمي الخدمات لضمان
سلامة الإجراءات واقعية التكاليف.
- احتساب واقتطاع وتوريد الضرائب القانونية
(ضريبة المرتبات، ضريبة المهن والأرباح) واشتراكات التأمينات الاجتماعية
للجهات الحكومية المعنية وفق المواعيد القانونية.
- إعداد تقارير التصفية المالية المرحلية
والنهائية لأنشطة المشروع، وضمان تقديم كافة المؤيدات المالية في المواعيد
المحددة للمانح والمركز الرئيسي.
- إنشاء وصيانة نظام أرشفة ورقي وإلكتروني آمن
ومنظم لجميع السندات والوثائق المالية والعقود، بما يضمن الجاهزية التامة
لعمليات التدقيق الداخلي والخارجي.
- تطبيق سياسات مكافحة الاحتيال، الفساد،
ومكافحة غسل الأموال (AML/CFT)
في جميع المعاملات المالية، والإبلاغ الفوري عن أي معاملات مشبوهة.
- رفع الخطط والتقارير المالية
(اسبوعية/شهرية) وكذلك التقرير النهائي لمدير المشروع والمدير المالي
- أداء أي مهام مالية أو إدارية أو تشغيلية
أخرى يكلفه بها المدير المالي لدعم تحقيق أهداف المشروع.

I. Education and Experience
- Bachelor’s
Degree in Accounting, Finance, Financial Sciences, or Business
Administration from an accredited university.
- Minimum
3–5 years of professional financial experience with INGOs/LNGOs in Yemen,
specifically in donor-funded humanitarian projects.
- Proficiency
in ERP accounting software (Onyx Pro, SoftPhone). Advanced skills in MS
Excel (pivot tables, vlookup, financial formulas).
- Comprehensive
knowledge of Yemeni Income Tax Law, Labor Law, Social Security rules, and
local procurement guidelines.
- Full
fluency in spoken and written English and Arabic.
