I. Background
The Humanitarian Development Program (HDP) is a nonprofit
and independent NGO in Yemen. It focuses on improving the quality of Yemeni
people’s life through well-planned and comprehensive projects in WASH,
education, Food security & livelihood Shelter, CCCM, Protection, health and
related activities that strengthen underserved communities in all parts of
Yemen with the flexibility to respond rapidly to emergencies.

exploitation and abuse. HDP defines the program’s commitment to the protection

Employees and Related Personnel. In recognition of the special vulnerability of
children, also HDP affirms commitment to the welfare and protection from sexual
exploitation and all forms of abuse of children, involving HDP employees and
related personnel.
Procurement Assistant is responsible to support logistics department under the
direct supervision of the Logistics Officer in order to support the
implementation of the project activities on a timely and good quality basis,
and in compliance with HDP procedures and donors’ guidelines.
Project Summary :
The School Kitchen Project aims to provide healthy and
proper daily school nutrition for male and female students. The project targets
30,000 students across 55 targeted schools in Taiz Governorate (Salah,
Al-Mudhaffar, and Al-Qahirah Districts), funded by the World Food Programme
(WFP) and implemented in partnership with Hayel Saeed Anam Group (HSA).
Duties and Responsibilities
Under the direct supervision of Finance Officer, the finance
Assistant will undertake the following tasks:
- Prepare
Payment Vouchers (PV), Receipt Vouchers (RV), and Journal Vouchers (JV)
ensuring proper matching with supporting documents (invoices, receipts,
attendance sheets) and correct cost allocation.
- Assist
in managing daily petty cash operations, execute authorized cash
disbursements, record transactions accurately, and participate in periodic
cash counts.
- Enter
daily financial transactions and ledger entries into the accounting
software (Onyx Pro) under the supervision of the Finance Officer.
- Assist
in calculating income and payroll taxes according to Yemeni tax
regulations and prepare documents for statutory remittances.
- Record
local exchange rate variations (Sana'a and Aden markets) on transactions
as instructed by the Finance Officer.
- Assist
in reviewing and auditing monthly attendance sheets, payrolls, and
operational stipends for kitchen workers and field distribution teams.
- Maintain
a well-organized, systematic physical and electronic archiving system for
all financial documents, vouchers, and contracts.
- Support
internal and external audit missions by retrieving requested invoices,
files, and assisting in project financial closure activities.
- Submitting
financial plans and reports (weekly/monthly), as well as the final report,
to the Project Manager and the Chief Financial Officer.
- Perform
any other related financial and administrative tasks assigned by the
Finance Officer or Finance Manager.

- المساهمة في إدارة العهد النقدية اليومية،
تنفيذ المدفوعات النقدية المعتمدة، تسجيل الحركات بدقة، والمشاركة في عمليات
الجرد النقدي الدوري للصندوق.
- (Onyx Pro)إدخال المعاملات المالية اليومية وقيود اليومية في النظام
المحاسبي تحت إشراف ومراجعة الضابط المالي.
- المساهمة في احتساب ضرائب الدخل والأجور
وفقاً للوائح الضريبية اليمنية وتجهيز المستندات الخاصة بالتوريدات القانونية
للجهات المختصة.
- تسجيل فروق أسعار الصرف المحلية (أسواق
صنعاء وعدن) على المعاملات المالية بحسب توجيهات الضابط المالي.
- المساعدة في تدقيق ومراجعة كشوف الحضور
الشهرية، مسير المرتبات، والحوافز التشغيلية لكادر المطبخ وفرق التوزيع
الميدانية.
- الحفاظ على نظام أرشفة ورقي وإلكتروني منظم
ومحدث لكافة المستندات والسندات المالية والعقود الخاصة بالمشروع.
- مساندة فرق التدقيق الداخلي والخارجي عبر
توفير الفواتير والملفات المطلوبة، والمساعدة في أعمال التصفية والإغلاق
المالي للمشروع.
- رفع الخطط والتقارير المالية
(اسبوعية/شهرية) وكذلك التقرير النهائي لمدير المشروع والمدير المالي
- أداء أي مهام مالية أو إدارية أخرى ذات صلة
يكلفه بها الضابط المالي أو المدير المالي.

Education and Experience
- Bachelor’s
degree in Accounting, Commerce, Business Administration, or a related
field.
- Minimum
1 to 2 years of relevant experience in accounting or financial assistance,
preferably with local or international NGOs in Yemen.
- Good
command of MS Excel (spreadsheets, basic formulas), ability to handle data
entry, and file management.
- Proficiency
in Arabic (written and spoken) and working knowledge of English.
- Proficient
in MS Office suite (Word, Excel) and email correspondence.
