Médecins Sans Frontières Belgium in Yemen mission is looking
for Yemeni nationals to recruit for the Watsan Supervisor position:
Location: Mocha Project
Contract Duration – 1 year, renewable.
Contract type: Fixed – Term
Reporting to: Logistics Team Leader.
MAIN PURPOSE
The Watsan supervisor will be Supporting the Water, Hygiene
and Sanitation country (Watsan) Manager in the implementation and supervision
of Watsan activities, including tools and materials employed according to MSF
standards and protocols, in order to improve health and living conditions of
the target population
Accountabilities
- Ensuring
the day-to-day implementation and administration of assigned Watsan
activities at the project level, including but not limited to water
supply, excreta disposal, waste management, vector control, and dead
bodies management.
- Carrying
out tasks directly related to the Watsan activities, such as construction
and maintenance of infrastructures in the project, according to MSF
protocols and standards concerning the operation of water supply, waste
management, excreta disposal, hygiene, and infection control.
- Ensuring
that the MSF procedures and protocols are followed by the Watsan teams to
guarantee the operational quality of the project;
- Ensuring
the maintenance and repair of technical equipment in the project to
guarantee an adequate running of Watsan activities.
- Ensuring
the distribution of the materials and tools used in water treatment,
hygiene, and sanitation (e.g., physical organization and inventory of
stocks, receiving and processing orders for water, sanitation, and hygiene
material, checking that the amounts received are recorded, and checking
monthly consumptions, etc.);
- Supporting
the PMR and Country Watsan Manager in ensuring an appropriate emergency
preparedness and response capacity (physical verification of stock).

assistance to the project response team and if required, participating in
emergency activities or exploratory visits.
- Supporting
the PMR and Watsan Manager in the team planning (e.g., staff rosters and
admin, HR processes, etc.) and informing and involving the Watsan Manager
in case of any major management or technical issue, and providing all
required reporting
- Planning
and supervising the HR processes (recruitment, training, performance evaluation,
tasks definition, and internal and external communication) of the staff
under his/her responsibility in order to ensure both the sizing and the
amount of knowledge required for the activity.
- Participating
in data collection and reporting as required
- Follow
up and monitor the Watsan day-to-day activities, such as collecting and
sorting waste before disposal, keeping the incinerator in good working
order.
- Being
responsible for equipment, tools, and consumables, verifying that they are
used safely and maintained. Reporting to the PMR on any need for renewal
and the weekly/monthly consumption.
Working closely with the Watsan Tech to ensure all MSF
premises adhere to Watsan safety standards.
MSF Section/Context Specific Accountabilities
- Ensure
the weekly, monthly, and yearly preventive maintenance of all equipment
related to EH as per MSF standard protocol.
- With
the support and collaboration of the logistics team in the project, help
in developing EH activities technical dossiers like design, BoQs, and
monitor during the implementation phase for the WatSan / EH project.
- Prepare
a monthly report on EH-activities, daily water consumption, and waste
management report to the line manager.
- Follow
up and monitor the Watsan day-to-day activities, such as collecting and
sorting wastes before disposal, keeping the incinerator in good working
order,
- Ensuring
adherence to safety standards in the use of PPE for the hygiene and waste
management team.
- In
collaboration with the IPC team, train the medical & non-medical staff
on Waste segregation.
- Ensuring
the availability and correct usage of all materials and equipment.
- Ensuring
the general cleaning and correct hygiene status of the latrines, showers,
and surroundings of the hospital premises.
- Ensuring
routine Vector control of the hospital premises, Annual IRS Spraying
according to MSF Protocol.
- Vector
control management.
- Any
other task requested by the line manager.
Requirements
- Education: Technical
diploma/Civil engineer, desirable specialization in water and sanitation
- Experience: Previous
experience as a WASH/ EH supervisor/and organizing of multiple activities,
preferably within MSF or a similar work environment
