MEAL Officer 

Division: MEAL.
Location: Aden.
Reports to: MEAL Manager.

Organization & Background:

A humanitarian, independent, non-profit, non-governmental organization that works across Yemen. The organization provides direct assistance for conflict-affected populations, IDPs, host communities and vulnerable groups in the conflict areas. The organization, in partnership with international agencies, acts during crisis situations, and goes the extra mile to engage in other contexts where its competencies will add value. The organization promotes durable solutions for conflict-affected populations and helps to restore services, education, economy, wellbeing and health.

Role Purpose:

The MEAL officer is responsible for all planning, monitoring, documentation, learning and research activities, both quantitative and qualitative. This position reports to the MEAL manager and is mainly responsible for follow up the implementation of the project activities in a daily basis in addition to carrying out monitoring visits along with project manager. He/she will be reporting the progress in implementation and solving problems in the operation sites in a prompt manner. Also, The MEAL officer will support program design by writing MEAL frameworks and MEAL plans, tracking progress against program-wide monitoring indicators and collecting and drafting information relevant to improving the evidence base for the design of programs. he/she will make sure that the organization standards are met and ensure that all projects' activities are conducted in an orderly proper and acceptable manner as donor and community standards. Meeting beneficiaries to get their feedback about the project. 

Key Responsibilities:

MEAL System Development and Planning:

  • Create a comprehensive M&E plan for the MEAL activities such as Market Assessment and Labor Market Assessment Surveys, Verification, Baseline, Endline etc… ensuring alignment with project objectives and circulate the framework among relevant project team members.
  • Collaborate closely with M&E Assistant to establish robust quantitative and qualitative data collection mechanisms and reporting processes, ensuring compliance with all monitoring requirements.
  • Ensure that M&E activities, including training and assessments, are adequately funded and integrated into project planning.
  • Develop M&E plans and corresponding reports summarizing completed activities, capturing key performance indicators relevant to MEAL activities.
  • Create and implement effective data collection tools, providing training to M&E staff on their usage, particularly for planned MEAL activities.
  • Design and update the Activity Tracking Tool (ATT) and Indicator Performance Tracking Table (IPTT) to facilitate effective monitoring and evaluation of project activities.

Data Collection and Monitoring:

  • Conduct & perform regular field visits to evaluate project performance, assess the quality of training and demonstrations, and gather feedback from participants.
  • Ensure that monitoring covers output, process, context, and outcome levels for all activities, utilizing appropriate data collection and reporting tools.
  • Work in closely with the Project Manager and program staff to ensure that data on deliverables is accurate, up-to-date, and managed according to established processes and standards.
  • Observe the distribution of cash and seeds to beneficiaries, ensuring compliance with project guidelines and effective tracking of participation.

Assessment, Surveys, Analysis, and Learning:

  • Regularly design, implement, and analyse baseline, endline, market & labour market assessments, to evaluate the effectiveness of project activities. Utilize both quantitative and qualitative analysis to derive insights from diverse data sources.
  • Ensure regular sharing of M&E findings with project staff to promote transparency and collaborative learning, particularly regarding training outcomes and distribution processes.
  • Compile and analyse data collected from post-distribution and post-harvest monitoring to identify lessons learned, gaps, and challenges. Share findings during project reflection meetings and escalate concerns to relevant program teams.
  • Regularly assess the quality and impact of training sessions for farmers and community action groups, ensuring that feedback is incorporated into future training designs.
  • Undertake field visits to evaluate the implementation of training and distribution activities, ensuring that lessons learned are documented and shared.
  • Prepare reports summarizing findings from assessments and training sessions, capturing key performance indicators relevant to project objectives.
  • Facilitate the identification and formulation of lessons learned from evaluations and assessments, ensuring these insights are integrated into final reports and future project planning.

Reporting and Accountability:

  • Collaborate with the project team to ensure that quarterly, interim, and final narrative reports meet donor expectations and requirements, particularly in capturing M&E findings.
  • Actively engage in annual project reviews and planning workshops, preparing relevant MEAL reports that summarize findings and recommendations for improvement.
  • Disseminate high-quality data to inform decision-making, providing feedback through ongoing communication with stakeholders and beneficiaries, especially in relation to complaints and feedback mechanisms.

Capacity Building:

  • Organize and conduct of results-oriented monitoring and evaluation training (including quantitative and qualitative data collection methods) for the MEAL staff.
  • Build the capacity of MEAL on different aspects on MEAL including database management.
  • Mentor and train MEAL staff on effective data collection, analysis, and reporting methodologies. Foster a culture of learning and development within the team to enhance overall project performance.

F. Other Duties:

  • Perform any other duties assigned by the MEAL manager to contribute to the overall success of the association.

 Education, Qualifications & Experience:

  • Bachelor’s degree in a relevant field is required.
  • Minimum three years of relevant experience within the humanitarian field.
  • Fluent in English written and verbal.
  • Experience in working in complex and volatile contexts, including traveling within governate of responsibility.
  • Knowledge and/or experience of working on accountability initiatives.
  • A willingness and commitment to work long hours and/or over weekends and to spend a considerable amount of time in remote field sites.
  • A confident, flexible and initiative-taking attitude with the ability to work independently.
  • Demonstrated knowledge of conducting qualitative and quantitative data collection, including mobile data collection (e.g., Kobo Toolbox).
  • Strong computer skills (MS Word, MS Excel, MS Access, MS Power Point, MS Project).
  • Excellent inter-personal, communication and listening skills.
  • Ability to work with people from various cultural groups and background.
  • Strong planning and organizational skills.
  • Attention to details and rigor in field and reporting work.
